This program on Weather Modification techniques was first broadcast by the Canadian Broadcasting Corporation (CBC) in January 1996, Wendy Mosely reporting. 

Since the mid-1990s, confirmed by scientific reports and official documents, a more advanced phase of the HAARP program has been carried out. 

HAARP’s capabilities today are far more advanced and sophisticated than those outlined in this 1996 CBC program.
