The electoral judges must declare a president-elect by Sept. 6 at the latest. Andres Manuel Lopez Obrador lost the July 2 presidential vote by a hair and his Party of the Democratic Revolution has challenged the result, alleging fraud. Mr. Calderon's ruling National Action Party will have 52 seats in the Senate, more than other parties, but still short of a majority, the electoral court said.
